CRISIS POLICY AND PROCEDURES

1. PURPOSE

 The purpose of this Crisis Management Policy is to act as a guide for Campbell-Tintah Public Schools, ISD #0852 administrators, employees, students, board members, and community members as to how to address a wide range of potential crisis situations in the building.  The step-by-step procedures suggested by this policy will provide guidance in responding to any type of emergency or potential crisis situation in the building.  We recognize that every situation will be different and that we cannot plan for every contingency.  However, we will be better prepared by having a basic model to follow.  This policy is also considered a living document that will be updated as the facility and the daily procedures and schedules within it, change.

1. GENERAL INFORMATION

Elements of the Campbell-Tintah Public Schools, ISD #0852 Crisis Management Plan.

1. General Crisis Procedures: The Crisis Management Plan includes general crisis procedures for securing the building, classroom evacuation, building evacuation, campus evacuation, and sheltering.  It designates the individual(s) who will determine when these actions will be taken.
   1. General Crisis Responsibilities: A listing of the specific types of responsibilities during any type of crisis for administrative personnel and teachers/staff.
   2. Lock-Down Procedures: Lock-down procedures will be used in situations that may result in harm to persons inside the school building, such as a shooting, hostage incident, intruder, trespassing, disturbance, or at the discretion of the Principal or other responsible staff member.
   3. Evacuation Procedures: Evacuation procedures will be used in situations where remaining in the building would result in increased risk or definite physical harm such as a fire, potential for explosion, or serious chemical spill.
2. Crisis-Specific Procedures: The Crisis Management Plan includes crisis-specific procedures for potential crisis situations that may occur during the school day or at school-sponsored events and functions.
3. Facility Diagrams and Site Plans: Campbell-Tintah Public Schools, ISD #0852 will have a facility diagram and site plan showing at least the following:  the location of primary and secondary evacuation routes, exits, designated safe areas inside and outside of the building, fire alarms, fire extinguishers, hoses and water spigots.  The facility diagrams and site plans will be available in the office of the Principal and in appropriate areas and will be kept on file in the school office.
4. Emergency Telephone Numbers: The plan will maintain a current list of emergency telephone numbers and the names and addresses of local and county personnel who are likely to be involved in resolving a crisis situation.

GENERAL PLANS & RESPONSIBILITIES

 General Crisis Responsibilities

Superintendent or Designee

• Verify information
• Call 911 (if necessary)
• Seal off high-risk areas (if possible)
• Convene administrative team and implement crisis response procedures
• Notify staff and students (depending on emergency)
• Evacuate students and staff or relocate them to a safe area within the building
• Notify community agencies (if necessary)
• Refer media to media spokesperson (Superintendent)
• Implement post-crisis procedures
• Keep detailed notes of the event

Teachers/Staff

• Verify information
• Warn students, if advised
• Implement lockdown or evacuation procedures as directed
• Account for all students
• Stay with students during an evacuation
• Take class roster
• Refer media to media spokesperson (Superintendent)
• Limit use of telephone, lines should be clear for communication with the police/fire department
• Keep detailed notes of the event

Office Staff

• Verify information
• Implement lockdown or evacuation procedures as directed
• Account for all office staff members after lockdown or evacuation
• Stay together during an evacuation
• Refer media to media spokesperson (Superintendent)
• Limit use of telephone, lines should be clear for communication with the police/fire department
• Keep detailed notes of the event

A building lockdown would be used in a situation when there is a threat to students, staff, or the public and it has been determined by the Superintendent or their designee that students and staff should remain in the classroom and offices.

Procedure:

1. The Superintendent or other responsible person will call for a “lockdown” status throughout the building. The school intercom system will be used to broadcast notice of a lockdown.
   1. The following notifications will occur immediately:
   2. 911 will be called and/or the county supplied emergency radio will be used.
   3. The building maintenance personnel will be notified by intercom.

2. All students, staff and visitors will move into classrooms or offices. Doors will be shut and lights turned off.  All classroom and office doors will be locked.
3. All computers will be shut down, cell phones set to vibrate, and only call 911 if you have valid information.
4. Students and staff will be directed to stay away from windows and doors.
5. Note missing students and staff.
6. Students and staff outside will not return to the building and instead proceed to the designated evacuation site.
7. Students and staff off campus (field trips, etc) will be informed, if possible, not to return to the building.
8. The Superintendent will coordinate information with the local emergency responders.
9. The “lockdown” status will be removed by the Superintendent or the Wilkin County Sheriff Department.

Lockdown with Warning

A lockdown with warning would be used in a situation when there is a threat in the community and it is determined by the Superintendent or their designee that student and staff should remain in the building and secure the building from an outside threat.

1. The building administrator or designee will order “lockdown with warning”.
2. The “lockdown with warning” message will be broadcast over the school intercom system with instructions.
3. All outside personnel and students will be brought into the building.
4. All exterior doors will be locked.
5. All hallways, restrooms, and rooms that cannot be secured will be cleared.
6. Teachers will take attendance or make sure that all students have been accounted for.
7. Shades will be pulled down where available. Students will be kept away from windows and movement will be restricted.
8. Classes will continue. Bells will not be disabled.  Movement to other classes will be by direct order by the lead custodian or designee.
9. The building administrator will determine when “lockdown with warning” will be terminated and will be broadcast over the school intercom system.

CODE RED

Campbell-Tintah Public Schools will use a CODE RED when there is a situation which may result in potential harm to persons inside the school building such as a shooting, hostage incident, intruder, trespassing, disturbance, or at the discretion of the Superintendent or other responsible staff member.

The following steps shall be taken:

• Hear message
• Bring students in from hallway if possible
• Lock doors
• Shut off lights, computer monitors, televisions, radios, etc
• Close shades/cover windows
• HIDE – Get out of eyesight
• Silence cell phones, etc.
• Absolute silence
• Remain hidden until visually cleared by Wilkin County Sheriff

CODE YELLOW

Campbell-Tintah Public Schools will use a CODE YELLOW when there is a situation in which the hallways need to remain cleared of any and all activity, for instance a medical emergency within the building or the drug dogs are in the building.  Teachers may continue with class; however, everyone must remain in the classrooms until the all clear is given over the intercom.

The following steps shall be taken:

• Listen to message
• Bring students in from hallway
• Close doors
• Remain in rooms until all clear is given over the intercom

Soft Lockdown – Lockdown without Intruder

In a Soft Lockdown situation, the concern is to keep students and unnecessary staff from moving about the building.  In-class activities should continue.

Instructional/Staff Procedures:

1. Keep students in the classroom. In the event the event occurs during a passing period or lunch period, gather as many students as possible and usher them into classrooms, gym, or any area.
2. Keep everyone in their assigned areas until informed to return to normal activities via the school intercom system.

Lockdown with Warning

We will adhere to the following procedures in the event of a possible intruder or situation developing in the area:

1. The building administrator or designee will order “lockdown with warning”.
2. The “lockdown with warning” message will be broadcast over the school intercom system with instructions.
3. All outside personnel and students will be brought into the building.
4. All exterior doors will be locked.
5. All hallways, restrooms, and rooms that cannot be secured will be cleared (See #7).
6. Teachers will take attendance or make sure that all students have been accounted for.
7. The rooms do not have to be locked.
8. Shades will be pulled down where available. Students will be kept away from windows and movement will be restricted.
9. Classes will continue. Bells will not be disabled.  Classes will move from site to site.
10. We will close the fire doors in the middle of the building. This allows the high school to generally go to any of their regular classes.  This does not include Art and PE/Music classes as they will have to go through the doors.
11. The building administrator will determine when “lockdown with warning” message will be terminated and will broadcast over the school intercom system.

Lockdown with Intruder Plan

We will adhere to the following procedures in the event of an intruder in our midst:

1. The building administrator or designee will order a “lockdown with intruder” message via the school intercom system. In the event of the administrator being incapacitated, designated staff will broadcast the warning via the school intercom system.
2. If personnel hear shouts or other disparaging noises, they must determine their own level of safety and lockdown status.
3. Staff will immediately lock their doors, shut off the lights, and get out of eyesight from an intruder. They will take anyone that is in the hallway into their respective classrooms.
4. Staff and students will remain in lockdown status until informed. Instruction on this information has been given to the staff.

A building evacuation will be used in a situation when there is a threat to students, staff, or the public and it has been determined by the Superintendent or their designee that students and staff should leave the building to escape the harm.  Evacuations should be accomplished quickly and in an orderly manner.

Procedure:

1. The Superintendent or other responsible person will call for evacuation of the building. The fire alarm in the school will be a clear signal to evacuate the building.
   1. The following notifications will occur immediately:
   2. 911 will be called.
   3. The building maintenance personnel will be notified by intercom.
2. All students, staff, and visitors will leave classrooms or offices as a group. Doors will be shut behind the last person.
3. Staff and students will leave according to pre-designated routes or alternates if the main route is blocked.
4. Staff and students will exit to at least 100 feet away from the building.
5. Note missing students or staff and report to the Superintendent or designee immediately.
6. Students and staff already outside will not be allowed to reenter the building and will join their classes or colleagues in the designated safe areas.
7. Students and staff off campus (field trip, etc) will be informed, if possible, not to return to the building.
8. The Superintendent will coordinate information with the local emergency responders.
9. The Superintendent will make a determination about whether to proceed to designated evacuation sites.
10. The “evacuation” status will be removed by the Superintendent or other authoritative person at Campbell-Tintah Public School District #0852. Do not enter the building until permission to do so is given by the Superintendent or designee.

Fire

1. Pull the fire alarm, notify building occupants of the evacuation, and evacuate the building.
2. The first person aware of the fire should pull the fire alarm, attempt to evacuate the area, and contact the Superintendent. Check facility diagrams for the nearest evacuation route and safe area.
3. The Superintendent or designee will call 911. The designees are the Administrative Assistant and the Facilities Supervisor. If the Superintendent is not available to make the call to 911, the designees will make that call in the respective order to confirm transmission of the fire alarm.
4. The Superintendent will meet with local fire or law enforcement agents upon arrival. Give them an update, a facility diagram and a site plan when they arrive.

Procedures for teachers

1. During an evacuation, take the class roster. Make sure all students and adults have left the room.  Close the classroom door, but leave it unlocked.
2. Lead all students in an orderly manner to the safe area. Do not allow students to stop at lockers to get books, sweaters, jackets, or other personal belongings.
3. The first person to reach any door should feel the door to see if it is hot. If it is not hot, open it and proceed slowly and low to the floor.  If it is hot, the teacher will quickly find an alternate route and lead the students in an orderly manner along the alternate route.

At the safe area

1. When the group arrives at the safe area, check for any missing students and report them to the Superintendent.
2. Do not block any door or gate that may be used by emergency response personnel.
3. While at the safe area, teachers supervise the group closely.
4. Do not re-enter any school buildings until fire department officials declare them safe and the Superintendent or designee gives permission.
5. Transport students as needed.

Procedures for Office Staff

1. Make sure all adults (staff and visitors) have left the area. Close the office doors but leave them unlocked.
2. Proceed in an orderly manner to the safe area (see evacuation routes on next page).
3. The first person to reach any door should feel the door to see if it is hot. If it is not hot, open it and proceed slowly and low to the floor.  If it is hot, quickly find an alternate route and leave in an orderly manner along the alternate route.

Procedures for Custodial Staff

1. Lead Custodian should locate fire to confirm there is a fire. Contact Superintendent to confirm fire and call 911 to give location of fire and number of entrance closest to fire.
2. Lead Custodian should meet the emergency response personnel at the entrance closest to fire.

At the safe area

1. When the group arrives at the safe area, check for any missing staff members or visitors and report them to the Superintendent.
2. Do not block any door or gate that may be used by emergency response personnel.
3. While at the safe area, stay together and assist as needed.

Tornado/Severe Thunderstorm/Indoor Shelter

These procedures are for any weather situation in which students and staff should remain in the building and seek shelter.

Procedures when a tornado/severe thunderstorm watch has been issued:

A tornado/severe thunderstorm watch is issued when weather conditions are prime for the formation of a tornado or severe thunderstorm, but none have been spotted so far.

1. Monitor Emergency Alert Stations.
2. Bring all persons inside the building. Keep students, staff, and visitors inside the building.
3. Close windows and blinds.
4. Review tornado drill procedures and the location of the closest safe areas.
5. Review “drop and tuck” procedures with students and staff.

Procedures when a tornado/severe thunderstorm warning has been issued:

A tornado/severe thunderstorm warning is issued when a tornado or severe thunderstorm has developed and has been spotted in the area.  This is a more imminent threat.

1. Public Warning Signal: a five minute steady blast on the Civil Defense Siren.
   1. Administration will tune in radio to a local broadcast station.
2. Campbell-Tintah Public Schools, ISD #0852 Warning Signal: The warning will be broadcast over the school intercom system.
   1. Students should form a double line in the classroom.
   2. Move students and staff to safe areas in an orderly fashion.
   3. Close classroom doors.
   4. Teachers take class roster.
   5. Ensure students kneel on the floor and are in “tuck” positions.
   6. Account for all students.
   7. Remain in safe area until the all-clear signal from the Superintendent.
   8. Staff and visitors will move to safe areas and take shelter in an orderly fashion.
   9. Remain in safe area until the all-clear signal from the Superintendent is given.

Procedures after the emergency:

1. The building maintenance person on duty will check the utilities and electrical devices for damage. They will notify the utility company if a break is suspected in the building gas, water, or electrical lines.
2. The Superintendent and maintenance person on duty will consult with each other before giving the all-clear to return to classrooms and offices.

Procedures for Inclement Weather alerts: 

School Closing:

Campbell-Tintah Public Schools, ISD #0852 will close because of bad weather.  Public announcements concerning school closing will be made by ISD #0852.  The local radio station that will broadcast announcements is KBMW 1450am.  The SchoolReach Instant Alert System will also be activated.

1. Public warning issued by Weather Bureau will start the following procedure:
   1. School will be closed early to permit buses to deliver children to homes if necessary.
   2. Buses will be kept in radio contact at all times.
   3. Radio stations KBMW 1450am will broadcast information on the schedule or delay of buses.
   4. The SchoolReach Instant Alert System will be activated to call family contact numbers with message of delay or closing.
2. Teachers should warn students to:
   1. Go directly home after school.
   2. Dress properly for conditions.
   3. Be aware of low visibility when crossing streets.
3. If a storm strikes during the school day so quickly as to make travel of buses impossible, all students will be kept in the school under the direction of the Superintendent and faculty.
   1. Parents of town students may come for them if they deem it safe.
